My take: Their hearts are in the right place, but this law is poorly thought out and probably won't survive the courts.

He does not get to decide how much, however, the elected representatives of the people may reach the reasonable conclusion that tremendous concentrations of wealth and power and the destruction of the middle class undermine democracy.
And what gives them the authority to do that?
Of course he won't decide alone how much is enough, but the Dems think that is their role. They're wrong.
The Constitution gives congress the authority to levy taxes and to regulate interstate commerce.
Regulating interstate commerce does not mean saying you make too much money.
I don't think that there is any law being contemplated that specifically limits the amount of money that any one person can make.
However, even if there were, the constitution also gives congress the authority to make all laws that are "necessary and proper" to regulating interstate commerce and reining in Wall Street would fall into that category.
